ADMINISTRATION & MANAGEMENT DIRECTORATE
The directorate of Administration and Management comprises the Principal Secretary, Administration, Internal Finance Division, Legal Services and Treaties Affairs Division, Planning and Research Division, Human Resource Division, Internal Audit Division, Procurement and Asset Disposal Division and Information and Communication Technology Division. The Directorate of Administration and Management provides and coordinates all corporate services to all organs of the Ministry including Malawi missions abroad. Following the ministry’s functional review, several sections that were units under Administration have since been upgraded to fully-fledged Divisions. The main function of the Administration Division is to manage physical assets of the ministry and provide office services.

HUMAN RESOURCE DIVISION

The mandate of the division is to provide Human Resource Services for the ministry as well as Malawi missions abroad.

 

 

 

 

The Internal Finance Division is mandated to provide financial service to the ministry and Malawi missions abroad. The Division has four (4) Functional Sections as follows:

  • Main Accounts – IFMIS;
  • Main Accounts – Foreign Missions;
  • Salaries and Advances; and
  • Cash Office

 

 

PLANNING & RESEARCH DIVISION
 
INTERNAL AUDIT DIVISION

The division carries out planning and research functions for the Ministry. It facilitates policy planning, strategic planning, alignment of ministry’s operations with government priorities, and budgeting. The division is also responsible for coordinating Diaspora affairs in the ministry, migration matters, candidatures support and promotion, and reforms implementation.

 

The Internal Audit Division provides an independent evaluation on the effectiveness of governance, risk management and control processes through assurance and consulting services. Government –wide, the activities of the internal audit Division in Ministry of Foreign Affairs like in all other Ministries, Departments and Agencies are overseen by the Central Internal Audit Unit which is under the Ministry of Finance and Economic Planning.

 

LEGAL SERVICES & TREATIES AFFAIRS DIVISION
 
PROCUREMENT & ASSET DISPOSAL DIVISION

The Legal Services and Treaties Affairs Division is mandated to advise the government on treaties; and where necessary, negotiate, review, recommend and process treaties entry into force and publication in the gazette. Within the ministry, the Division proffers in-house legal advice on a wide range of matters as they arise.

 

 

 

A Procurement and Asset Disposal Division delivers procurement services and disposal of assets in the Ministry of Foreign Affairs.

Key Services include:

  • Procurement of works, goods and services
  • Storage and dispatch of goods
  • Disposal of works, goods and services

 

INFORMATION & COMMUNICATION TECHNOLOGY (ICT) DIVISION
Mr. Hastings Adson Nasoni, Chief Systems Analyst/Programmer, Head of ICT Division
The Information & Communication Technology (ICT) Division is mandated to integrate ICT functions in the ministry in order to support the overall objective of promoting development diplomacy. The division has 2 sections: hardware and software. The division provides the following services: intranet, GWAN internet and email system, CCTV for security, video conferencing equipment for virtual meetings, ICT equipment to facilitate hosting of meetings. The division also manages websites for the ministry and Malawi missions abroad.
